2 October Propsals Transmitted

1787 George Washington transmits 12 proposed amendments to the states 10 of which are ratified in 1791 and become the bill of rights. The other two are left pending one becomes the 27th amendment in 1992 and the other is still in throe open to be ratified but Congress has final say if ratifications are valid.
