13 February Review Limited

1925 Appeal by right to United States Supreme Court abolished in cases that don't involve a challenge to a statute by a plaintiff raising a constitutional question in U.S. District Court and replaced review by Writs of Error or Certiorari to lower courts which are discretionary and not predicamental. This allows the court to  choose the cases it hears and devote most of its resources to large questions that need a standard answer.
