1918 Mayor Henry Kiel of St. Louis and representatives  from the Public Heath Service, Local Medical community City Hospitals, Red Cross, business interests, and the local school system. summoned by Dr. Max C. Starkloff the public Health Commissioner who is concerned about the evolving outbreak of influenza It was agreed to give Starkloff the power to order business closures. Starkloff also asks for the Board of  Alderman to make Influenza a reportable disease and allow the mayor to declare a public health emergency.
