8 June Amendments Submitted State Secedes

1789 James Madison submits what ended up being a list of twelve proposed amendments 11 of which have been ratified, the third through 12th proposals were ratified by 1791 the first article  became the 27th amendment in 1992 and the second article is still in theory open to be voted on by the state legislatures however it's up to Congress whether the amendment is ratified in a "reasonable time". 1861 Tennessee secedes from the Union the eastern part of the state is unionist and later sends two congressmen to Washington and not Richmond.
